Windows 7 volume lowering issue UNLIKE most

Hi, I am posting this here because the Winamp forum likes to not respond to its users. THey respond to some, but not others. Very selective. As such I am not getting help for my problem, so I thought I'd peek my head in here.

This is the same problem many others have complained about:

Windows 7 adds the feature of individual volume sliders for every application you run.

Windows 7 then lowers the volume of winamp to about 20%.

For most people with this problem, the problem is that Control Panel->Sound->Communications has the checkbox "diminish volume of other applications when communications are detected".

Thing is - I never had that on in the first place. I turned it off months ago and have verified that it's definitely off.

I don't even use a microphone to communicate -- even my FB chat and gmail chat are disabled. But it doesn't matter because the communications setting is turned off.

And it STILL happens. Sometimes more than once a day. Always when I am asleep and not even using the computer or running any software I wasn't already running before.

I go to bed with the music at the right volume and wake up full of adrenaline thinking the power has gone out because the music is so quiet I can't hear it over the traffic outside.

And no, I can't switch from DirectSound to WaveOut because I use both with different soundcards / different rooms.

(Nor would I want to take away winamp's separate-volume capabilities. Music is way louder than movies, and if you want to switch between the two without making your friends jump out of the couch, music needs to be lowered in volume when switching between.)

So what do *I* do?

As far as I can tell, even though I've been using it since the 1990s - Winamp can no longer meet my needs because of this. Really it's Windows 7's fault, but Winamp is the only app that's getting lowered to 20% all the time. No others are. Just winamp. Every. Night.

I am at wit's end here. I haven't owned a cd player for over 5 years because winamp has always met my needs. My needs expanded, i have 3 stereos in 3 rooms, and winamp controls them all.

Now my needs aren't being met (because of Windows 7, which is fixing many other things that were broken for me).

Is there a fix here?

I will happily provide more information. If someone would just respond...

India soy oil to rise on thin supply

Edible oil prices might resume their uptrend today as soybean supplies are reported to be lower in 2012.

Palm oil supplies from Malaysia are disturbed by heavy rains which are affecting harvesting and transportation activities.

Prices are recovering on this factor while upside would be limited as demand for palm oil also remains weak.

However demand could shift towards soy oil from palm oil as former is preferred for latter in the winter season.

Candidate Ron Paul speaks in Washington

When presidential candidate and Texas Congressman Ron Paul spoke to a crowd of about 300 people at the Washington Public Library Wednesday afternoon, his speech included liberty, a balanced budget and sound economic policies.
Paul, a Republican, said that his concerns with the U.S. economy began in 1974 when he first decided to run for Congress. He said that he was concerned about the future because, he said, ?We as a country decided money could just be paper and if the government needed it, they could print it.? He said that it has since turned out to be a dangerous thing to do. He spoke of the Federal Reserve Bank that prints dollars and the need to audit it.
?In the last four years there seems to have been an explosion of interest,? he said. ?In the last campaign we did well, but something really significant happened in 2008.?
He said that after the recession of 2008, he found more people were willing to listen to his message.
Paul spoke of the war being fought in Afghanistan.
?It is an insult to us all when we have unnecessary wars,? he said. ?They are fought, undeclared and seem to go on forever.?
He said that with the country?s economic needs, such wars shouldn?t be fought. He also said that more diplomatic means should be used to solve problems with other countries. Paul also objected to having to get approval from the United Nations to go to war. He promised that if he were elected, he would only declare war under the proper authority and then they would be over quickly.
Paul said that he is concerned that the United States will help bail out Europe financially. He said the country should solve its own financial problems by cutting money from foreign aid spending.
He said that he has a plan to cut $1 trillion from the United States budget during the first year if he is elected president.
?There are a lot of programs we have had over the last 60 or 70 years, since the depression, that are broke,? he said. ?Even Social Security has no money in the bank, which is why we have to do something. If we continue to do what we do, we?ll continue running up the debt, keep borrowing money, keep taxing and keep printing money until the money loses all its value.?
Paul said that his foreign policy was based on the foreign policy of the founding fathers. He said that it is based on not getting involved in the affairs of foreign countries.
?We are supposed to have a strong national defense, but we aren?t supposed to tell other people how to live,? he said. ?At one time this was the Republican foreign policy.?
Paul spoke of time he served in the military in 1962. He talked about the Cold War and the Cuban Missile Crisis. He said the way the crisis was averted was that President John F. Kennedy had diplomats from both countries talk to each other. They agreed to remove missiles.
?We need more of that than we need threats and intimidation,? Paul said. ?We have almost 12,000 diplomats in the state department. I think it?s time we started using them.?
He also spoke of trying to take over Afghanistan as ?the final nail in the coffin? of the Soviet Union?s economy. He said U.S. had won the Cold War because ?their system was more flawed than ours,? but that he sees the United States taking the same path. Paul said the economic crisis is a bigger threat to the U.S. than any foreign country attempting to invade.
He also talked about the need to protect individual freedoms in the United States. Paul said during the last week congress had approved the National Defense Authorization Act of 2012 which allows the government to use U.S. troops against U.S. citizens suspected of terrorism and hold them indefinitely without trial.
?Maybe we can get them (the government) to pay attention to the Constitution again ? wouldn?t that be nice,? he said. ?We would look into that Federal Reserve, audit the Federal Reserve and maybe curtail the Federal Reserve.?
He said that he believes the United States would suffer the consequences of having liberties undermined. He said that the oath taken by legislators says they should ?defend against all enemies foreign and domestic.?
Paul summed up his message saying that the United States needs to cut spending overseas, obey the Constitution and understand what Liberty means.
?We need to have more confidence in freedom,? he said. ?Freedom really does work.?

Bucking National Trends, Mayor Bloomberg Announces Significant Drops in NYC Childhood Obesity Rates

Mayor Bloomberg, Deputy Mayor of Health and Human Services Linda I. Gibbs, Health Commissioner Dr. Thomas A. Farley and Schools Chancellor Dennis M. Walcott announced today that, following years of pioneering policies to improve child nutrition and encourage exercise, obesity rates among New York City public elementary and middle school students have decreased over the past five school years across all race and ethnic groups. This marks the biggest decline in childhood obesity reported to date by any large city in the country and stands in sharp contrast to the stagnant nationwide rates. The overall obesity rates among NYC kindergartners through eighth graders decreased 5.5 percent with the sharpest decline seen among children ages 5 to 6 years old. The declining rates were measured through NYC FITNESSGRAM, a fitness assessment and reporting program for New York City youth in kindergarten through twelfth grade, and are being released today in the Centers for Disease Control?s Morbidity and Mortality Weekly Report.

Building on the City?s groundbreaking standards for beverage vending machines that are already in place, Mayor Bloomberg issued new City standards today to ensure that food vending machines at city buildings are stocked with healthier options and Deputy Mayor Gibbs and Deputy Mayor of Operations Cas Holloway also announced the creation of a multi-agency task force charged with recommending innovative solutions for further progress in combating obesity. Mayor Bloomberg also acknowledged the role the City Council is playing in our efforts to fight obesity, notably our partnership with Speaker Christine C. Quinn, Council Member Maria del Carmen Arroyo, Chair of the Health Committee and Council Member Robert Jackson, Chair of the Education Committee. The Mayor made the announcement at the school cafeteria salad bar at P.S. 218 in the Bronx, where he was joined by Bronx Borough President Ruben Diaz Jr., New York City Housing Authority Chairman John B. Rhea, Department of Design and Construction Commissioner David J. Burney FAIA, Food Policy Coordinator Kim Kessler and Human Resources Executive Deputy Commissioner Cecile Noel.

?This year our city saw a record decrease in the number of New Yorkers who smoke, and now we have even more good news about New Yorkers? health,? said Mayor Bloomberg. ?Even as childhood obesity in the rest of the nation has remained flat or gotten worse, in New York City, it is declining. Children who are more physically fit have fewer health problems ? and fewer trips to the hospital. That?s great news for kids and their families, and for taxpayers too. Over the past decade our administration has pioneered to new health intervention strategies, and that work is clearly paying off.?

?Today?s announcement is truly exciting,? said Speaker Christine C. Quinn. ?Reducing childhood obesity and diet-related disease requires real coordination across City agencies and community partners. That?s why 5 years ago we created the position of Food Policy Coordinator. We needed someone to create and implement a comprehensive strategy that raised nutrition standards in schools, improved healthy food options in our communities - through programs like Green Carts and FRESH - and created education programming to support kids ability to make healthy choices. It?s gratifying to see data that shows our strategy is paying off.?

?These numbers are good news, and represent a great first step towards a healthier New York. The obesity crisis in the Bronx and throughout the city puts our children at serious risk of chronic illnesses,? said Bronx Borough President Diaz Jr. ?While I am glad to see a drop in childhood obesity rates, there is still a lot of work to do, and my office will continue to work with this administration and others to help our children, and our adults, make healthier eating choices. I applaud Mayor Bloomberg, Deputy Mayors Gibbs and Holloway, and Commissioner Farley for their continued commitment to keeping our City?s residents of all ages healthy.?

?We know that healthy ? or unhealthy behaviors ? begin in childhood, which is why it?s critical that kids are exposed early on to nutritious food and exercise,? said Deputy Mayor Gibbs. ?Over the last decade, New York City has been at the forefront of providing kids with healthier food, more opportunities for exercise and exposure to an overall healthier lifestyle. It is gratifying to see our efforts resulting in a lower obesity rate, in sharp contrast to the flat or upward trends we see elsewhere in the nation.?

?Many New Yorkers struggle with obesity, but today?s numbers show that with sustained effort, it is a struggle we can win,? said Deputy Mayor Cas Holloway. ?This new task force will bring the full force of the city?s resources and creativity to bear in the effort to continue and accelerate our success?which will improve the quality of life for the thousands of New Yorkers.?

?After decades of increases in childhood obesity, we are very much encouraged to see obesity rates going down,? said Health Commissioner Farley. ?Fewer New York City children are reaching dangerous weight levels that would put them at much greater risk for lifelong health problems such as diabetes and heart disease. We believe the many steps we have taken to reverse the obesity epidemic have helped. While we believe we are on the right track, we have much more work to do to further reduce obesity rates of children and adults.?

?In New York City schools, we?re encouraging healthy eating habits and daily exercise from the start,? said Chancellor Walcott. ?We have improved the healthfulness of the food we serve in cafeterias and removed sugary drinks from school vending machines. These simple changes make a real difference in minimizing weight gain among our kids and also help create patterns of healthy living that our students can carry with them into the future.?

Today?s Health Department report, being released in the Centers for Disease Control?s Morbidity and Mortality Weekly Report, measured childhood obesity through the NYC FITNESSGRAM, a fitness assessment and reporting program for New York City youth in kindergarten through twelfth grade. It shows that that the overall obesity rates among NYC kindergartners through eighth graders (children ages 5 through 14) decreased 5.5 percent from 21.9 percent in 2006-07 to 20.7 percent in 2010-11. The sharpest decline was seen among children ages 5 to 6 years old, with a close to 10 percent drop to 18.2 percent in 2010-11 from 20.2 percent in 2006-07.

The NYC FITNESSGRAM, started in 2005, is a ?report card? measuring a child?s fitness ? including Body Mass Index (BMI), muscular strength and endurance, flexibility and aerobic capacity ? that teachers send home to parents with recommendations on how whole families can get active, eat right and maintain a healthy weight. Results show the relationship between fitness and academic achievement: overall, students in the top 5 percent in NYC FITNESSGRAM score 36 percentile points higher on standardized tests than students in the bottom 5 percent in NYC FITNESSGRAM.

To combat high obesity rates, the City?s Departments of Education and Health have instituted creative programs, such as Move-To-Improve. Started in 2009, Move-To-Improve, designed to help elementary schools reach 120 minutes per week of physical education, is an engaging way to help teachers integrate physical activity into the classroom via 10minute fitness breaks throughout the school day.

The Department of Education has been providing healthier foods that appeal to kids, stocking salad bars with fresh produce, eliminating deep frying of foods and making water more accessible by adding more than 200 water jets to school cafeterias. Additionally, the city?s schools have shifted from serving whole milk to low-fat milk, saving our students 4.5 billion extra calories in 2008. As of this year, beverage vending is limited to drinks with 10 calories per 8 ounces in elementary schools and 25 calories per 8 ounces in high schools, and snack vending includes a limit of 200 calories per item in addition to other nutritional criteria. The Mayor?s Fund to Advance New York City has also launched a NYC School Salad Bar Initiative to help fund additional low-height salad bars in targeted elementary schools across the five boroughs. Salad bars have been shown to help increase consumption of fresh produce and can feature ingredients grown in a school garden (complementing Grow to Learn: the Citywide School Gardens Initiative).

The City has also made nutrition and physical activity changes in early child care settings, contributing to the decline in obesity among 5 to 6 year-olds. These changes include limiting TV screen time, serving low-fat milk to all children over two years of age, restricting sugary drinks and making water available and accessible throughout the day. These centers must also offer 60 minutes of physical activity per day.

The new food vending standards introduced today will apply to all City facilities, represent the City?s latest effort to encourage healthy eating and will serve as a model for private employers to follow. Calories from snacks comprise 24% of daily calorie intake for adults, on average. These new standards will limit calories, saturated fat, trans fat, sodium and sugar in products and increase the availability of healthier options in machines. Under the new rules, only snacks with fewer than 200 calories and less than 7 grams of fat will be offered.

Despite the encouraging trends and program and policy changes, one in five children in grades K-8 is still obese and minority children and those living in poor neighborhoods still show higher obesity rates. The greatest decreases in obesity prevalence were observed among white children (a 12.5 percent drop) and Asian/Pacific Islander children (a 7.6 percent drop). Declines were smaller among black (1.9 percent) and Hispanic (3.4 percent) children. Among 5 and 6 year olds, large differences were observed in obesity reduction by school neighborhood poverty levels with higher decreases in low poverty areas than in high poverty areas.

To sustain, and improve upon, the decline, the new task force will be considering a variety of strategies, including increasing the use of public spaces for physical activity and urban agriculture; health and wellness programs and opportunities for City employees; reducing consumption of items linked to obesity; and increasing outreach to encourage the adoption of model employer policies around food. With the goal of ensuring full city-wide and agency participation, the task force will include ten commissioners, including members of Health and Education Departments, Health and Hospitals Corporation, Human Resources Administration, Parks Department, Department of Transportation, Department of Design and Construction, Department of Buildings, New York City Housing Authority, and City Planning.

Obesity is defined by a body mass index (BMI), which is a way of measuring how much excess weight a person has after accounting for how tall they are. A healthy BMI is defined as between the 5th and 85th percentile for a child?s gender and age, an overweight BMI is defined as above the 85th and below the 95th percentile for a child?s gender and age and an obese BMI is defined at or above the 95th percentile for gender and age. More information about how to calculate BMI for children is available on the CDC website. Many serious health conditions are related to being overweight or obese, such as asthma, depression, diabetes, high blood pressure, respiratory problems and heart disease. Childhood obesity also increases the likelihood of adult obesity.

Additional City programs include:

  • Playstreets, which are single blocks of quieter streets that are closed to cars and opened up to children and families for active play. Schools are using Playstreets to create more active playspaces for recess and physical education. Community Playstreets are also occurring during the summertime to provide children and families with active playspaces in our underserved neighborhoods.
  • The Active Design Guidelines and its physical-activity promoting strategies that the School Construction Authority is integrating into its guidelines for school construction and renovations.
  • The Health Department?s ?Pouring on the Pounds? campaign reminds adults and children alike about the calories associated with sugar-sweetened beverages and encourages drinking lower calorie beverages such as water, unsweetened tea, or low-fat milk.
  • The Health Department advises parents to practice the following steps to help themselves and their children maintain a healthy weight:
  • Children learn from watching their parents. Eat fruits and vegetables and children will too.
  • Give children fruits and vegetables at every meal and snack. Sometimes children do not take to new foods right away, so offer new fruits and vegetables many times.
  • Instead of sugary drinks, serve water, seltzer, low-fat milk or soy milk. If juice is consumed, limit to no more than 6 ounces of 100 percent juice per day.
  • Be active with children. Make sure they get at least an hour of physical activity every day (even if in multiple short intervals), by walking with them to school, playing in the playground or riding bikes. Find other recreational activities in your neighborhood by searching ?BeFit? on NYC.gov.

The reduction of obesity rates in low-income neighborhoods is a trend in the right direction, and HRA will continue to encourage low-income families to use their food stamp benefits to make healthier choices.?

?One of the hallmarks of this administration has been the struggle against childhood obesity and it is gratifying that rates are on the decline,? said Parks & Recreation Commissioner Adrian Benepe. ?From building new and improved athletic facilities, to providing free fitness and swimming classes at our parks, pools and recreation centers, we are committed to ensuring that New York City?s children have access to programs that will lead them toward living more healthy lives.?

?Obesity and other diet-related diseases are a critical issue facing the health of our city,? said City Planning Commissioner Amanda M. Award-winning Japanese director Morita dies at 61 (omg!)

TOKYO (AP) ? Director Yoshimitsu Morita, whose films including the award-winning "Family Game," depicted the absurdity and vulnerability of conformist Japan's everyday life, has died. He was 61.

Morita, who won international acclaim over a prolific 30-year career, died Tuesday of acute liver failure at a Tokyo hospital, said Yoko Ota, spokeswoman at Toei Co., which is behind his latest work set for release next year.

Funeral arrangements were still undecided. He is survived by his wife Misao.

Cox agrees to sell wireless spectrum to Verizon

(AP) ? Cable company Cox Communications on Friday said that it has agreed to sell some of its airwave licenses to Verizon Wireless for $315 million and will resell Verizon service in its stores.

The deal mimics on struck between Verizon Wireless and three other cable companies two weeks ago. Comcast, Time Warner Cable and Bright House Networks gave up their ambitions to run their own wireless network and signed co-marketing agreements with Verizon.

Unlike the other cable companies, Cox had taken steps to use its spectrum. But it gave up on its plans to build a wireless network earlier this year, saying it couldn't compete with bigger cellphone companies.

Privately held Cox is the third-largest cable company in the country. It is based in Atlanta and has about 6 million customers.

The spectrum Cox is selling is in the same frequency band as the licenses the other cable companies agreed to sell, which makes it easier for Verizon Wireless to put it to use. It covers 28 million people, chiefly in areas where Cox provides cable service.

Cox also has spectrum in another frequency band, which is not part of the deal.

Spectrum sales are subject to approval by the Federal Communications Commission.

Verizon Wireless is a joint venture of phone company Verizon Communications Inc. of New York and Vodafone Group PLC of Britain. An odd consequence of the deals the cable companies is that Verizon Wireless stores will be selling cable TV service, in competition with Verizon Communications' own FiOS TV service.

Verizon Communications shares edged up 23 cents to $38.65 in midday trading.

Eagles quarterback Vince Young inspired Texas cancer survivor

A Houston-area youth who survived cancer and has led his football team into the state finals credits the NFL's Vince Young for giving him hope.

Hempstead running back Archie Taylor Jr. in 2006 was diagnosed with lymphoma.

Taylor on Monday told KRIV-TV how the former Texas standout visited him.

Young, who's now with the Philadelphia Eagles, is from Houston. Five years ago he made the trip to Hempstead and gave the then-12-year-old boy the jersey presented to him by the Titans on draft day.

Taylor says Young told him to stay strong and work hard.

The unbeaten Bobcats on Thursday face Melissa, at Cowboys Stadium in Arlington, for the Class 2A Division I state title. Taylor this season rushed for 1,316 yards and scored 19 touchdowns.

Should parents go to jail when kids miss too much school? (The Week)

New York ? Florida's Palm Beach County is cracking down on truancy by punishing parents, and it's hardly the first place in the nation to do so

A Florida county is holding an unusual threat over parents' heads: If your kids miss too much school ? specifically, more than 15 days over a 3-month period ? you could go to jail. And Palm Beach County isn't the first in the nation to resort to jailing parents to crack down on truancy. Four key questions:

What's going on?
Florida's Palm Beach County has created a new court specifically focused on truancy cases. While Florida has long had a law that states that parents can face up to two months of jail time if their child (aged 6 to 16) has more than 15 unexcused absences in three months, there was no infrastructure to enforce it ? until now. Schools lacked the personnel to bring the cases to court, and prosecutors were more focused on violent crimes. The new truancy court is currently in a trial period, targeting kids from kindergarten to third grade.

How big of a problem is truancy in Palm Beach?
It's a significant issue. In in the 2009-2010 school year, 6.6 percent of the county's 198,351 students racked up 21 or more unexcused absences.

Is Florida the only state with such a law?
No. Earlier this year, nearly a dozen parents in Baltimore City were sent to prison for their kids' truancy. In Orange County, Calif., at least five parents have gone to jail since a tough anti-truancy law went into effect earlier this year. Parents in Alabama, Texas, and North California have also been sent to the slammer for failing to ensure their kids attended classes.

Is this the right way to deal with truancy?
Not everyone thinks so. This "seems extreme and maybe even counterproductive," says Amy Reiter at The Stir. "If the parent is in jail, how will she then help get her kid to school?" Teens especially need to learn to take responsibility for their own actions, not have their parents pay for their crimes. Earlier this year, the NAACP filed suit against a school district in Pennsylvania that had fined a woman $8,000 over her kids' truancy. The organization argued that the kids had stopped going to school because they were being bullied and harassed.

National Guard presence at border to be reduced (AP)

WASHINGTON ? The Obama administration is planning to reduce the number of National Guard troops deployed at the U.S. border with Mexico, the spokesman for a Texas congressman said Tuesday.

The force will be reduced from 1,200 troops starting next year, said Mike Rosen, spokesman for Rep. Michael McCaul, R-Texas. The exact number of National Guard personnel that will stay on the border is unclear, Rosen said.

The remaining troops are expected to be in place until the end of 2012 and will focus on intelligence operations, Rosen said. McCaul's office said he was told about the change in strategy by an administration official.

Neither the Defense nor Homeland Security departments immediately responded to requests for comment Tuesday.

President Barack Obama ordered the troops to the border last year to help Border Patrol agents watch for illegal crossers and drug and human smugglers. The first of the 1,200 troops arrived in California, Arizona, New Mexico and Texas in August 2010, and were expected to be in place for about a year. Earlier this year, Obama extended that deployment.

The Guard troops don't have arrest power and have spent much of their time monitoring the 2,000-mile border and alerting Border Patrol agents to suspicious activity. The deployment was to have ended at the end of the year.

The current deployment is the second such troop deployment on the southern border.

From 2006 to 2008, under the direction of President George W. Bush, thousands of troops worked along the Mexican border as part of "Operation Jumpstart." That deployment was designed to help free up Border Patrol agents to focus on border security while the agency hired thousands of new agents.

When Bush deployed the Guard troops there were just over 11,000 agents along the southern border. There are now more than 18,500 agents in place.

It's unclear exactly why Obama has decided to extend the deployment but shrink the number of troops.

But the cost for the deployments has been a concern to lawmakers.

The Defense Department has been footing the bill for the Guard troops and according to the Government Accountability Office has spent about $1.35 billion for deployments under both the Bush and Obama administrations.

The number of arrests of illegal border crossers along the southern border is also at a near 40-year low. The Border Patrol said agents made 327,577 arrests at the Mexican border during the fiscal year that ended Sept. 30.

Rep. Henry Cuellar, a Texas Democrat, said given the drop in border arrests and ongoing federal budget woes, the change in strategy appears to him to be a smart use of limited resources.

"I think it's wise for us to see how can we use our dollars in a more efficient way, even it if means less National Guard troops (at the border)," Cuellar said.

Congressional Republicans who have repeatedly said the administration is not doing enough to secure the border with Mexico said Tuesday that reducing the number of personnel along the border won't help the situation.

Rep. Peter King, chairman of the House homeland security committee, said while he supports extending the deployment the strategy is an "ad hoc approach" that needs to be remedied.

"The administration must also develop and present a long-term strategy for securing the border, as opposed to this current ad hoc approach," the New York Republican said.

McCaul, who sits on King's committee, said shifting to a more intelligence-driven mission is fine, but added that he worried about reducing the number of troops.

"This appears to be a step in the right direction toward technology- and intelligence-based efforts to secure the border, which I have been advocating for years," McCaul said. "However, I am concerned that the administration is decreasing overall manpower. While the National Guard is not the long-term solution and has its hands tied, they are necessary until we permanently increase our Border Patrol presence."

Planet in sweet spot of Goldilocks zone for life

(AP) ? A newly discovered planet is eerily similar to Earth and is sitting outside our solar system in what seems to be the ideal place for life, except for one hitch. It's a bit too big.

The planet is smack in the middle of what astronomers call the Goldilocks zone, that hard to find place that's not too hot, not too cold, where water, which is essential for life, doesn't freeze or boil. And it has a shopping mall-like surface temperature of near 72 degrees, scientists say.

The planet's confirmation was announced Monday by NASA along with other discoveries by its Kepler telescope, which was launched on a planet-hunting mission in 2009.

That's the first planet confirmed in the habitable zone for Kepler, which had already found Earth-like rocky planets elsewhere. Twice before astronomers have announced a planet found in that zone, but neither have been as promising.

"This is a phenomenal discovery in the course of human history," Geoff Marcy of University of California, Berkeley, one of the pioneers of planet-hunting outside our solar system, said in an email. "This discovery shows that we Homo sapiens are straining our reach into the universe to find planets that remind us of home. We are almost there."

The new planet ? named Kepler-22b ? has key aspects it shares with Earth. It circles a star that could be the twin of our sun and at just about the same distance. The planet's year of 290 days is even close to ours. It likely has water and rock.

The only trouble is the planet's a bit big for life to exist on the surface. The planet is about 2.4 times the size of Earth. It could be more like the gas-and-liquid Neptune with only a rocky core and mostly ocean.

"It's so exciting to imagine the possibilities," said Natalie Batalha, the Kepler deputy science chief.

Floating on that "world completely covered in water" could be like being on an Earth ocean and "it's not beyond the realm of possibility that life could exist in such an ocean," Batalha said in a phone interview.

Kepler can't find life itself, just where the conditions might be right for it to thrive. And when astronomers look for life elsewhere they're talking about everything ranging from microbes to advanced intelligence that can be looking back at us.

So far the Kepler telescope has spotted 2,326 candidate planets outside our solar system with 139 of them potentially habitable ones. Even though the confirmed Kepler-22b is a bit big, it is still smaller than most of the other candidates. It is closest to Earth in size, temperature and star than either of the two previously announced planets in the zone.

The confirmation of one of two, though, has been disputed. The latest discovery has been confirmed several ways, including by two other telescopes.

Earlier this year, a European team of astronomers said they had confirmed another planet in the habitable zone, but that one was hot and barely on the inside edge of the habitable zone.

For Marcy, who is on the Kepler team, the newest planet is a smidgen too large. But, "that smidgen makes all the difference," he said.

Because its size implies that it's closer to Neptune in composition than Earth, "I would bet my telescope that there is no hard, rocky surface to walk on," Marcy said.

Chief Kepler scientist William Borucki said he thinks the planet is somewhere between Earth and gas-and-liquid Neptune, but that it has a lot of rocky material. It's in a size range that scientists don't really know anything about. Measurements next summer may help astronomers have a better idea of its makeup, he said.

The planet is 600 light years away. Each light year is 5.9 trillion miles. It would take a space shuttle about 22 million years to get there.

Kepler spots a planet when it passes in front of its star. NASA requires three of those sightings before it begins to confirm it as a planet. Borucki said the third sighting for 22b happened a year ago, just before the telescope shut down for a while. It took several months to finish the confirmation.

"It's a great gift," Borucki said. "We consider this sort of our Christmas planet."

Japan's 'nuclear gypsies' face radioactive peril at power plants

Kazuo Okawa's luckless career as a "nuclear gypsy" began one night at a poker game.

The year was 1992, and jobs were scarce in this farming town in the shadow of the Fukushima Daiichi nuclear power plant. An unemployed Okawa gambled and drank a lot.

He was dealing cards when a stranger made him an offer: manage a crew of unskilled workers at the nearby plant. "Just gather a team of young guys and show up at the front gate; I'll tell you what to do," instructed the man, who Okawa later learned was a recruiter for a local job subcontracting firm.

Okawa didn't know the first thing about nuclear power, but he figured, what could go wrong?

He became what's known in Japan as a "jumper" or "nuclear gypsy" for the way he moved among various nuclear plants. But the nickname that Okawa disliked most was burakumin, a derisive label for those who worked the thankless jobs he and others performed.

Such unskilled contractors exist at the bottom rung of the nation's employment ladder, subjecting themselves to perilous doses of radioactivity.

Solicited from day labor sites across the country, many contractors are told little of the task ahead.

"The recruiters call out their windows that they have two days of work; it's not unlike the way migrant farm workers are hired in the U.S.," said Kim Kearfott, a nuclear engineer and radiation health expert at the University of Michigan.

"Many are given their training en route to the plant. They're told: 'Oh, by the way, we're going to Fukushima. If you don't like it, you can get off the truck right now.' There's no such thing as informed consent, like you would have in a human medical experiment," she said.

After an earthquake-triggered tsunami deluged the Fukushima plant in March, a disaster that cascaded into reactor core meltdowns, activists are calling for better government regulation of what they call the nuclear industry's dirtiest secret.

For decades, they say, atomic plants have maintained a two-tiered workforce: one made up of highly paid and well-trained utility employees, and another of contractors with less training and fewer health benefits.

Last year, 88% of the 83,000 workers at the nation's 18 commercial nuclear power plants were contract workers, according to Japan's Nuclear and Industrial Safety Agency, a government regulator.

A study by the Citizens' Nuclear Information Center, a Tokyo-based watchdog group, found that contractors last year accounted for 96% of the harmful radiation absorbed by workers at the nation's nuclear power plants. Temporary workers at the Fukushima plant in 2010 also faced radiation levels 16 times higher than did employees of the plant's owner-operator, Tokyo Electric Power Co., because contractors are called in for the most dangerous work, according to the government's industrial safety agency.

"This job is a death sentence, performed by workers who aren't being given information about the dangers they face," said Hiroaki Koide, an assistant professor at Kyoto University's Research Reactor Institute and author of the book "The Lie of Nuclear Power."

Okawa, who was off work from the plant the day of the tsunami, immediately quit the job and the "suicidal work" he performed there: mopping up leaks of radioactive water, wiping down "hot" equipment and filling drums with contaminated nuclear waste.

He described an unofficial pecking order at most nuclear plants among contractors, with the greenest workers often assigned the most dangerous jobs until they got enough experience to question the work or a newer worker came along.

"In the beginning, you get a little training; they show you how to use your tools," said Okawa, 56. "But then you're left to work with radiation you can't see, smell or taste. If you think about it, you imagine it might be killing you. But you don't want to think about it."

Okawa, a small man with powerfully built hands, said contractors knew they faced layoff once they reached exposure limits, so many switched off dosimeters and other radiation measuring devices.

"Guys needed the work, so they cut corners," he said. "The plant bosses knew it but looked the other way."

Whether you create a world of chaos or order, the real fun is when you perform social experiments with all your Sims and see how they react and interact in certain situations.? For instance, if you remove the door to their house.? Or you create Sims that are attracted to each other who live next door? and are both married.

Even as much as I love The Sims, once I had children back in 2008, I kind of abandoned the game as I really couldn?t afford to lose hours out of my day playing.? While I have had a half hour of Sims here and there, I really haven?t played much since I became a mom.? Or, at least I didn?t.? Now I have The Sims 3 to distract me, and it?s the best reason ever to waste a naptime.

It might just be the fact that I haven?t played the game in a while and my life has had a huge hole ever since I stopped playing, but Sims 3 is like 100x more fun than the original game used to be.? You can customize your Sim more than ever before, you can control personalities better, and you can really direct Simville as I always wished you could.? And, the add-ons!? Even better than before, you seriously can get anything for your Sim that you can buy at the store, create, or dream up in your wildest imagination. ?When you add in their expansion packs, the fun is almost too much to handle.

Cain to decide whether to drop out by Monday (Politico)

On Sean Hannity's Fox News show tonight, Herman Cain said he's going to make a decision by Monday about whether to keep going in the 2012 campaign or drop out - but repeatedly mentioned the toll this is taking on his family.

Cain acknowledged his wife was hurt that she hadn't known he had been financially helping Ginger White, whose existence she also wasn't aware of in her husband's life until the affair claims broke this week.

ESRB games rating board to bring parental advice to apps, but not Google or Apple (Appolicious)

Video games aren?t regulated by the government, but like the film industry, gaming publishers and developers submit to ratings from an industry group that determines whether racy or violent content is appropriate for children. The Electronic Software Ratings Board, which is responsible for all those ?E,? ?T? and ?MA? ratings seen on video game packages to advise parents of their content, are now looking to add their ratings to mobile games.

According to a story from GigaOM, however, while the ESRB has had several mobile app operators including Microsoft sign on to submit to its ratings ? which are industry standard outside of the mobile sphere ? Google and Apple haven?t agreed to be rated by the ESRB.

That doesn?t bode well for the success of any potential mobile game rating standard, given that the vast majority of apps come from the makers of the Android and iOS operating systems. Google?s Android Market just surpassed Apple?s iTunes App Store in terms of sales during the second quarter in 2011, but Apple still accounts for more apps in its store in total (though probably not for long).

Google and Apple not going in for the ratings doesn?t mean that their apps aren?t rated, however. It?s well known that Apple has a fairly strict procedure when it comes to approving apps in the App Store, and it generally bounces anything it deems too violent or sexual. Google also has a somewhat more lax parental control (mostly because it doesn?t restrict apps in the Android Market), and both stores are also pretty heavily dependent on user reviews to tell other users what they?re getting into when it comes to games and apps.

The benefit of the ESRB, however, is that it?s an independent body made up specifically of parents, and it?s already well-known and trusted in video games. The ESRB is partnering with the CTIA, the international organization that gives oversight to the wireless communication industry, to spread the ratings to the mobile industry. AT&T, Sprint, T-Mobile, Verizon, Microsoft and U.S. Cellular have all signed on to accept them. Once a rating is doled out by the ESRB, it can be carried across multiple platforms for that game, and a developer who isn?t happy with a rating can challenge it. The ESRB has also added mobile-specific characteristics, like online capability, to the content it checks and makes note of in compiling its ratings.

But without the apps on Android and iOS, the ESRB?s impact will likely be pretty minimal. The trouble is that having multiple standards is going to lead to some confusion. Apple might bounce an app that the ESRB hits with a ?T? (teen) rating, while in the Android Market an app might be missing parental controls that would be appropriate for it. Adding a ratings board that such a big segment of the mobile sphere doesn?t support might end up being more confusing to parents, not less.

For the moment, though, Google and Apple?s position makes some sense. With literally hundreds of thousands of apps in the Android Market, and tens of thousands of games, it would be impossible for the ESRB to rate them all. Meanwhile, Google already has a parental control system in place, so why would it mess with that for an imperfect system?

But as time goes on, a little synergy between the big app stores and the ESRB could, overall, be better for mobile gaming as a whole. The ESRB has seen a lot of success with console and PC gaming, and it?s never a bad thing to help parents make better-informed decisions about what their kids are playing.

Report says Facebook seeks $10 billion in IPO

(AP) ? Facebook might finally be laying down the groundwork for a highly anticipated initial public offering, long expected to take place sometime after April 2012.

The Wall Street Journal is reporting that the world's largest online social network is looking to raise as much as $10 billion in its IPO. The Journal cited people familiar with the matter but did not identify them by name.

The amount would value Facebook at as much as $100 billion, according to the report. That's more than four times the market capitalization that Google Inc. had at the time of its 2004 IPO. This is at least the second time this year that the Journal has floated the $100 billion value for Facebook. It reported in May that the company was growing its profit so fast it could justify such a sky-high valuation.

Federal rules require companies with at least $10 million in assets and more than 500 shareholders to disclose its quarterly financial results and other details. The reporting requirement kicks in 120 days after the fiscal year in which a company exceeds the shareholder threshold for the first time.

Facebook's fiscal year ends Dec. 31, so it would have until late April 2012 to comply with this requirement, having hit the threshold this year.

Founded in a Harvard dorm room in February 2004, Facebook, now based in Palo Alto, Calif., has tried to hold off on an IPO to focus on building its product rather than pleasing investors. But the reporting rules, along with early employees and investors eager to cash in on their stock, are putting it in a bind.

A slew of smaller Internet and social media companies have been trickling on to the public stock market this year. Professional online network LinkedIn Corp. was the first to test the waters in May. Since then, the online deals site Groupon Inc., the Internet radio station Pandora Media Inc. and others have gone public. Others, including the reviews site Yelp Inc. and the online game company Zynga Inc., are planning to do so.

Though hotly anticipated, the latest crop of Internet IPOs has not gone smoothly. Groupon's stock is now trading below its IPO price. It closed at $15.24 on Monday, down 23.8 percent from its $20 IPO price. Pandora has also fallen below its IPO price, though LinkedIn, among the few that's been profitable, is still well above it.

On the secondary market SharesPost, where private company stocks are traded, Facebook was recently valued at about $73 billion. The shares are generally sold by former employees or early investors in these companies, and often there are more buyers than sellers.

Facebook spokesman Jonny Thaw said Facebook is "not going to participate in speculation about an IPO."

Fired FAMU band director: hazing warnings ignored (AP)

TALLAHASSEE, Fla. ? The fired director of Florida A&M's famed "Marching 100" band said he repeatedly warned university leaders over two decades about the dangers of hazing and that he's been made the scapegoat for a band member's death in which the practice is suspected.

Julian White, 71, said he suspended 26 band members for hazing two weeks before drum major Robert Champion's death on Nov. 19. He reported his actions to university administrators, he said.

Hazing has been "rampant on university campuses," and the suspensions would serve notice it wouldn't be tolerated at A&M, he said.

But instead of being supported, White said, he was second-guessed, particularly from some parents of band members, and said the punishments were akin to suspending star football players.

"And so the band members were apprehensive. `Doc, you think we can go without 19 trombone players?'" said White, who replaced "Marching 100" founder William P. Foster as director in 1998. "And other folks. `Doc, do you thing you can do it without them?' My comment was, it doesn't matter, I am not going to sacrifice the performance for the principle."

After A&M's football team lost its annual game against rival Bethune-Cookman, Champion collapsed on a bus parked outside an Orlando hotel. The 26-year-old junior had been vomiting and complained he couldn't breathe shortly before he became unconscious. When authorities arrived about 9:45 p.m., Champion was unresponsive. He died at a nearby hospital.

Authorities have not released any more details, except to say hazing played a role.

Less than a week later, White, a tenured professor, was fired by FAMU President James Ammons.

"I walked into his office and he said, `Doc, I don't know any other way to put it, this is it for you,'" White recounted. "He said `you can resign or you can be terminated.'"

Ammons, meanwhile, met Monday with former Florida Attorney General Bob Butterworth, who was named last week to head a task force investigating what led to Champion's death.

"If some strong actions had been taken, then Robert Champion may be alive now," said White, who was asked by the student's family to speak at Wednesday's funeral service.

White, who was the lead drum major as a student, said he fears the tragedy could doom the showy high-energy, high-stepping band that has performed at Super Bowls, the Grammys and presidential inaugurations and in Paris on France's 200th anniversary.

Since Champion's death, the school has shuttered the marching band and the rest of the music department's performances.

Shutting it down was a meaningful decision, White said. The band would have been the first of the Historically Black Colleges and Universities to perform at Carnegie Hall.

"That hurts," White said.

Hazing has a long history in marching bands, particularly at historically black colleges, where a spot in the band is coveted for its tradition and prominence.

FAMU has been at the center of some of the worst cases. In 2001, former band member Marcus Parker suffered kidney damage because of a beating with a paddle. Three years earlier, Ivery Luckey, a clarinet player, said he was paddled around 300 times and had to go to the hospital.

"It's a culture," White said. "Not just a Florida A&M culture, a college phenomenon."

Champion's parents said Monday their son never spoke of hazing. Robert Champion Sr. said he talked to his son just a few days before his death and everything was fine.

"I wanted to believe stuff like that wouldn't happen," he said. "I would ask my son questions. `Is there anything you need to tell me? Let me know.' He told me, `Dad everything is going OK. I'm working, trying to go to school and practice.'"

Hazing "needs to stop," said Champion's mother, Pam, during a news conference whose purpose she said was "to put this out there and let people know there has to be a change."

Family attorney Christopher Chestnut said from what they have learned, hazing played a part in the student's death.

The family hopes a lawsuit will lead to changes at FAMU and prompt other hazing victims to come forward, he said.

"We want to eradicate a culture of hazing so this doesn't happen again," said Chestnut. "Hazing is a culture of, `Don't ask, don't tell.' The family's message today is: `Please tell.'"

Champion fell in love with music at about age 6 when he saw a marching band at a parade in downtown Atlanta.

"His experience in the band was, in his words, great. Robert was happy," his mother said. "He loved the band and everything that went with it. He loved performing. That was his life. You couldn't take him out of it."
